Kosice, Slovakia – 26 May 2023
The Recovery and Resilience Fund is a key instrument the EU is using to recover from the post-pandemic crisis, to face the impact of the Russian war against Ukraine to help people in need, and to modernise our economies.
With 64% of its allocation dedicated to digital and climate transitions, Slovakia’s RRF is fostering economic growth and creating jobs, while strengthening economic, social and institutional resilience. This is why, at the Road to Recovery event in Kosice, we look forward to meeting with local and regional representatives who know first-hand how the RRF is helping Slovak citizens.
We trust that the success of the Slovak RRF will set an example for using crises as opportunities for progress.
As EPP regional and local politicians, we are responsible and committed to ensure all levels of government work together on the implementation of the Recovery and Resilience Facility. As we move well into 2023, we also progress in the lifetime of the RRF with significant deadlines in August and December of this year for requests of loans, and modifying National Plans and committing RRF funds respectively. Our EPP signature on the RRF needs to continue to be achieving balanced reforms and investments, ensuring better access for LRAs to RRF funds and full transparency and parliamentary control, and utilising the untapped potential of the considerable financing that still remains. A correct involvement of local and regional authorities is a guarantee of the success of the RRF!
The people of European Union will benefit from public investment projects funded by the Recovery and Resilience Facility, notably to accelerate the green and digital transitions for better future of the next generation. Russian unprecedented aggression against Ukraine has shown us that we need to strengthen the EU's strategic autonomy by reducing the dependence on Russian fossil fuels and moving towards sustainable 2030 goals. Strengthening resilience by fostering digital agenda can protect our jobs and innovation competitiveness at global level.
As part of a wide-ranging response, the aim of the Recovery and Resilience Facility (RRF) is to mitigate the economic and social impact of the coronavirus pandemic and make European economies and societies more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions.
Currently, most National Recovery and Resilience Plans (NRRPs) are approved and implementation is underway in the Member States.
According to the Recovery and Resilience Facility Regulation, the European Parliament (EP) has an important role in the monitoring of the implementation of the Facility. It is for this reason that the Conference of Presidents has established an EP Working Group on the monitoring of the RRF.
